FreedomPop freedom phone seems like the best option/bargin now in days to me. Free service and you can use a smart phone. Just need an email account to sign up  

And no...this is not advertising. I'm just stating what I think is the best option and would like to hear some other opinions.

Depending on who this guy wants to see GV might not be his best option.

 
I find it strange when a provider doesn't want to respond to GV number.

yeah....That's an option if you don't mind using the same device.  

I prefer the separation of church and state. especially since I like to have bookmarks and check TER somewhat often on a phone as opposed to my computer.  

i think google will easily give up the number/name behind the google voice number as LE in Maryland loves to check numbers of people that call or text stings...and LE checks client lists of busted ladies/agencies at times as well. And who knows how far LE will go as national security supersedes privacy by a wide margin.

I think that's a good service for providers that need a certain level of reliability and clear voice in a variety of locations. Hell, I use tracfone/straight talk with the bring your own device in real life.  

But for a hoybbist that only needs text and a few mins. I think 500 free text, 500mb free data, and 200 free voice per month is good for most. Yeah, voice over ip can be kinda low quality on 3g....But on wifi, on wimax, and on LTE are legit.
