Many ways to skin a cat but I did this a month ago:

Get a p411 account, find a newbie-friendly pro that will take that, along w/ some additional screening. Make sure you're picking someone that gives references. Do that twice and you're good w/ many independents (with less additional screening).  It's enough to get in w/ additional screening at an agency, too.  

My p411 account helped w/ my first 2 because I sent the booking request through that system.  I asked my first about it and she said it gave her some confidence to go ahead and do some minor screening (no work info).  She said she passes on many requests from newbies if they aren't brief, courteous, or if they don't volunteer some info up front and say they're willing to provide what is required.  Apparently she gets peppered w/ questions and fake clients, so I now understand why some wouldn't respond. Gotta give some trust to get some trust on occasion.
