I would say that if you're a member and the agency hasn't asked its members not to discuss them that there's no reason not to discuss them for their sake. It's ER's policy about reviews anyhow, not DC's.
As far as ER is concerned, if the post isn't allowed then I'm sure they would delete it and give a warning to the poster or something. But DC is discussed fairly regularly and I haven't seen any reaction to them.
