The hobby is a business. And like many businesses, a special can bring in new business AND bring in old customers you have not seen in a while. Many times it is not about the money but an excuse to get off the fence and see her.  

Too bad ladies do not know how many people want to see them (on a tdl) but don't because of some reason and just need a little incentive!.  
I just saw a provider I had seen a few times before, I had not seen her for a year but she had been on my mind. All it took was a special for me to get out to see her! (it was only a 10% discount!). It was a wonderfull experience I still have a smile!

There are several ladies in other cities that do offer a special arrangement for birthdays, so I don't find the request unreasonable.

I don't think any providers give discounts unless they've seen you and there is some sort of chemistry or they really do enjoy your company.
