Seems there was a fun trend that I'm only finding out as it's outlawed :(

I have not seen any unwelcome behavior toward non-Asians. If you see this news story, there are non-Asians who are enjoying themselves. There are even non-Asian waitresses.

These are "Vietnamese Hooters". As they say, hot looking waitresses are "scantily clad" in bikinis or other revealing outfits.

Basically, just some eye candy while enjoying your non-alcoholic drink. There is no "action" either on- or off- premises. I suspect that the gambling and gang activity brought more attention to them than the attire, but sex seems to be a better headline (positive or negative).
You're not missing much and the ordinance changes isn't going to change the eye candy factor much. Again, the publicity will probably bring more lookie loo's.

Most of the girls have boyfriends and are not interested in any side action. Unless you are a millionaire and willing to frequent that place many times in the hopes of convincing a girl to go out with you, you are just going to sit and watch some hot girls bring you expensive drinks, all for just the eye candy factor.

These places do get uncomfortable at times, because even without the gambling and nudity, there is a strong gang element that shows up and they often dont like other guys hanging out with their "laptops" or just watching a sports game. They kinda want the place to themselves.
