TER review policy links certain acts on the to perfect performance score. The K-girls , in general, do not perform these acts and therefore can not obtain a 10 for performance. Simple. Look at the sheer amount of reviews the k-girls get, sometimes 20+ in a month. K-girl hobbyists are more likely to write reviews, good and bad.
