I am a P411 member and I am trying to remember the screen process with them.  I gave them my name and number.  I do not remember if I had to give them the business name as well or not.  

My assumption that they do some screening on the phone number to determine if its tied to a business and legit.  I don't think they would accept blocked or unlisted numbers.  I could be wrong on this so this is probably more of a question for their support if you are concerned.

I personally don't think that LE would take the time, effort, and money to setup some kind of sting with a fake P411 account.   There are probably ways around the system but it could be complicated and time consuming.  Besides on P411 the providers need to sign up for it and probably go through their own screening as well.  I would think LE would better spend their time on busting operations where there is a strong chance of underage, illegal or underage and illegal girls.  

In terms of the guy who won't give his number and says he is a legitimate business man.  I would drop him.  Its my experience that people who need to say they are a gentlemen, a successful business man, or a good person is trying to convince themselves that they are.  He's probably an asshole.

I have used them before and they check you out with other providers. If they cannot get a good response from references, they don't clear you. But you are so good with your own checking and you know who is good or bad. Because you are the BEST.

As far as screening goes I believe they are diligent in their screening process however there is always a small risk when 1: you rely on someone or something else for screening and 2: there is no way to confirm the account isnt shared or has been compromised.
I was a member of P411 and they arent that busy for California. .. they seem to be more popular on other states. With that said, the people I did meet through them were always the type of gentleman that I prefer spending time with, all were nice and polite….. My only issue with P411 is that the owner of the site constantly compares all provider ads on P411 to other sites you advertise on.  If you offer a lower rate anywhere else she will disable your account. She gives you 1, maybe two chances if your lucky but if you are granted access again she wants you to pay $100 and up to come back in addition to whatever the ads cost and the fine gets higher and higher from there.  

The problem is that if one advertises a different service for a lower rate elsewhere she does not take that into consideration and will not give you the opportunity to clarify this. So for example if you decide to offer a promotional rate for TER white listed members yet it has some restrictions service wise and its not the same service you advertise on P411, she will lock you out of your account,  no questions asked, no reasons accepted and you will be reprimanded and fined.  

 
So is it safe, I would say yes ... go for it if thats your only concern. However I strongly object to their using some obscure terms of service agreement to force and monetarily fine providers and dictate to them how much they should charge. No one should be strong armed into lowering their rate because the website owner feels its in her best intrest "to be known for providers with the cheapest rates." It was for this reason I never bought bigger advertising packages. I would have invested alot more time and money with then was there no fear of being disabled after paying for monthly, multi month packages or banner ads.

If your only concern is screening then I would say yes, they are trustworthy.... if you take issue with someone controlling you and your ads and rates then you may want to give it further consideration.

Answer to your question is, to give potential Hobbyist an exchange phone number accept the call and get a feel through the telephone.  One Provider I met is uncannily adept at quickly making a judgement of who and what kind of person is at the other end of the line.  Just remarkable.  I guess that's called women's intuition.  Trust your gut feelings.  I've had one or two amateurs yell into the phone "you're a cop and hang up".  Guess what?  I didn't call them back.  :/  Oh, Ashley Foxx, you are on my bucket list.  I just have to figure out how to arrange the time to get over to the West LA area for four or five hours. hehehaha

They did a thorough check on me. Home address and work info. My boss told me that he got a phone call asking about me.
They went further and called the main office ( I did not give them that number). They don't ask a lot of crazy questions. They just make sure you are who you say you are.  
I wasn't aware they give the ladies a hard time about other ads. I have noticed that the rates on p411 are always higher.
You would think the ladies would prefer to see a guy that has been pre screened...and maybe offer a discount
