It's basically a way of turning everyone into boner police.  If you download a bareback porno that was produced in California, you can report it to Cal OSHA.  If Cal OSHA doesn't respond, you can then sue the producers for the fines that would have been imposed and get to keep 25% of said fines.  Totally stupid legislation.  It will actually cause a decrease in AIDS prevention efforts and the amount of money you get will probably not be enough to compensate you for the time and legal expenses you would incur.  

The article says, "lost taxes if the industry flees California", more like "lost taxes when the industry flees California".   People might not want to vote because their afraid voting for either of the two main party's candidate president will make them barf, but there sure are a lot of propositions worth voting on.
