I could see value in this but also a lot of potential for abuse. Also, TER requires you to actually see the provider to post a review though they do make some exceptions in extreme cases I've noticed. But in many cases of flake a meeting never takes place. If such a rating was separate from reviews somehow, well there are a lot of pricks out there that would be tempted to manipulate or abuse the system. It might be very hard to make it reliable and accurate.
In your case I would suggest trying to talk to the provider about the issue if possible, if you have not already. I also get very, very, annoyed at this. Had an appointment with someone once and she decided to go fishing that day instead and didn't bother telling me. She got a nasty text from me and did apologize, but still that is quite unacceptable behavior.
On the other hand, I had a rather humbling experience quite recently with a provider who canceled at the last minute and she had very good comments in her reviews about dependability. When I fired off a lecture text to her about this she also apologized and even rebooked with me early the next morning. She drove over to the area I was staying and set up an incall for me at 7:00AM. Turns out she had a bad family incident that day that I was able to verify in the local paper. Most anyone, including me, would have been so shell shocked by what it was that they would have likely forgotten about appointments. Yet she still came through the next day. That really impressed me especially after learning what her previous day's trauma really was. In fact, I even gave her an extra $50 tip for coming through and I felt bad for getting so annoyed about the last minute cancel.
So be careful and always try to give the provider a chance to explain. Shit happens. Though granted, in your case if it was three times, that might be harder to have a good reason for.
Sadly, I suspect the majority of providers who have a habit of flaking and being unreliable are addicts. Their lives revolve around serving their addiction. I saw one once get on a train, travel two hours to get her Meth and then two hours back on the train. Most of her day was spent trying to secure her supply once she had the funds to pay for it. Very, very, sad indeed. You can't really punish them because they are already in hell.
