A friend of mine (provider) Asked that her profile be taken off TER a couple years ago, due to a stalker.
She has been working UTR however, is now having a really tough time surviving that way. She wants to get back on TER. Is there anyway to retrieve her old profile and reviews or must she start all over?

Ronf's advice is correct; you or she must ask the bureaucracy for reinstatement.

Historically, TER has been very hard-nosed about things like de-listing.  They've seemed to assume that the only reason a provider would leave was a grievance of some sort with TER, and they resented the implied criticism.  A de-listing was assumed to be a life sentence.  (I think the TER software is pretty creaky, too, and exceptions are a lot of trouble.)

The other problem may be getting them to read the whole request.  For both reasons, any communication to TER should headline, focus on, and emphasize the stalker problem.
