So, I've been to LA a bunch of times, however usually I just stay near where my business (not escorting business), needs me.  

Next visit, I'll be in town for no other reason than to be in LA, but since I haven't thought about the "best" place for incall in awhile, I have no idea where to go. I need to reboot or reorganize my thinking about the city.  

I know parking, and roads are a bitch in a bunch of places...but if I am visiting in the middle of the week, where would be best? Any major construction going on any major roadways or parts of town, I should steer clear of? What about LE?

LA is a construction nightmare right now. Try to avoid anything on the weststide of Hollywood (basically anything that involves traveling on the 405 freeway). If you're flying into LA I would say stay in Marina Del Rey as it's close to airport but still a really great community. Hollywood is nice but, again- traffic can be a nightmare. Lots of upscale places along Sunset though for hotel and other amenities;
