I'm not sure this is a legal issue.  I don't think dropping the dime on you will be a problem since you never met.  Any guy who is dumb enough to threaten to call LE goes on the Do Not See List.  
If he really tried to make appointments with like 6 providers & none have met, than there's a reason...  so again, Do Not See.
As a client, if I had someone I wanted to meet, I'd cross the street to see her.  Unless I was LE and wanted the place bugged, or a specific table for some reason??  Stinks like  a setup...

I have a provider whose place is hard to find...  we meet at a coffee shop...  I follow her from there.  We DON'T sit at a table & chat about incriminating stuff...  
If someone did that, a provider should act indignant as if a casual aquaintance made a discusting suggestion, be truely offended & leave immediately.  INDISCRETE or STUPID, either can get you busted... you want neither.

My concern would be that this guy will try you again...  just watch for him.

He calls you up you agree to meet at the restaurant & you change the meeting place because of whatever reason, He gets mad  then threatens you with LE ?
Is that right?
Think about how  how dumb that would sound to any LE officer

I would take his threat serious. I had a friend who had aggressive double personality client and girl he had FAX LE without a name and started an investagation.

She was let go after explaining the story but she was lucky that time. But if you piss off a client they can post at your building manager or fax PO PO just to be an ass.

Change your provider name and lay low. All clients aren't the same. 98% are great and that 2% if it quacks like a pycho its a pycho.

But over I have been lucky ! Knock on wood
I screen gentlement that fit my personality so we both can enjoy our time together.
