She should screen the dickens out of them: Home phone and address, work phone and address and RS2K or similar and/or two or three references.
Speak to them on the phone for a while and see if you get good vibes from them.
Then forget about outcalls, get a room (not your apartment or house). LE likes to have everything set up in their own hotel room so that they have home court advantage. When they do an incall, they never know quite what they're going to find, so many (not all) avoid that.
Finally do the two call system. Have them call you from a specific location at the hotel parking lot where you can eye them and see if they are alone or if there are a lot of Crown Vics parked all over the place.
It's a lot of hassle, but an arrest is a lot worse.
OK, since I know "that" advice will fall on deaf ears... listen to the others.
The best way is to talk to other working girls. A good place would be to contact girls from here who participate in the forums, and who are in her area. Most girls on CL won't take time to help her and some may see her as a threat.
And you never know who's persecuting what.
She will get a better quality guy on Eros, but there's hundreds of girls to compete with.

1) "The nail that sticks out, gets hammered." Overtly explicit ads just make a case easier to prosecute, so they will always attract attention you might not want. We all know why the ad exists. We all know what is going on. No need to incriminate oneself by writing about it or talking about it. No vagina shots, no "fingers up your ass" shots. No cock-sucking shots. Keep it simple and classy.
2) Correct. If they *want*. to bust you, they can (and will). So do not make them want to bust you. Do not bombard the board with ads. Keep a lower profile than the competition. Don't act greedy. If you have the goods that guys are looking for, trust me, they'll still call. Bombarding the board with ads might even work against you, because it shows desperation.
3) No one knows how aggressively the cops are pursuing any particular kind of ads, but the obvious choices are: Really young looking girls (possibly underage and pimped-out), Asians (possibly forced sex workers), girls that look like a possible drug source, etc. Keep it classy and out of the gutter. The real trend with LE that is 100% true is that they are often reacting to complaints from citizens. So the key is to not give citizens *anything* to complain about. If you have a hotel room, you're asking for trouble if you have 15 guys per day visiting your room. If you have an apartment, make sure it is in a location that will not attract attention from neighbors (and always assume that neighbors will know when something is not right). And also, keep the noise down. No need for porn-movie theatrics if you have a neighbor next door to you.
4) All of those legal disclaimers are pointless. The key is trying to limit the discussions about sex for money. Never discuss what you'll do. Never create a menu of services.
