I don't know what the laws are for your area. But, if some "guy" pulled me over without proper identification upon him. & I don't care if he has blinking lights (they can be purchased) in an unmarked car, I'd keep driving till either I got to a police station, or he called in a swat team. & then I'd explain that he freaked me out by not having proper ID with him. I'm pretty sure they have to keep their badge on them at all times. & they shouldn't be scaring the **** out of ladies. & I'd rather have a ticket than psycho attacking me.
