A credit card company with something of a longstanding unsavory reputation seems to be running a scam.  I don't know how to blow the whistle on them.

Month before last, they didn't credit my timely payment until seven days after I'd mailed it, and they charged me a $35 late fee.  I assumed they were just super slow processing it.

Then, this month, I carefully mailed my payment at the post office on June 30, but they didn't apply it to my account until the 12th.  (I live in southern California, and the payments go to the City of Industry, CA.)

Do I have any recourse?  I can send future payments registered mail or Priority-with-delivery-confirmation, of course, but I'd rather do something to make them come clean.  Any ideas?

As opposed to blowing the whistle, I would suggest that you contact them and explain the situation. Most credit card companies will waive the late fees providing this is not a habitual occurance.
If that does not work, reschedule your mailing and send your payment as soon as you receive the bill.
You may also consider transfering the balance to another credit card, and keep a zero balance on your problem card. If you do that, do not close the account, as your credit score may go down slightly if you do so.
If you are still unsatisfied, you may consider a complaint with state attorney general, or office of consumer affairs. Finally, and by all means, obtain a copy of your credit report, and enter your protest if they are reporting your "late" payments.

Cut the card in half and mail it back to them.

A non-biased record of when the payment was made.  With the way they jack credit card interest rates if you have a late payment... mine are all auto-pay... same with the mortgage.

Thanks TT I knew there was something I had forgotten to add. Hope the credit card company is not as electronically challenged as I am.

when you said "city of industry,ca" that sounds like the card I had by HSBC or also known as Orchard bank,, I also had problems with them actually  losing  paymnets  etc.. I sugesst calling them & explaining.. then closing down your account & go with another company bcuz they are a pain to deal with

.... I know how to look out for myself.  And just closing my own account isn't going to persuade them to reform.

What I was looking for was a way to blow the whistle on the offending bank.  Who should I notify: the Master Card franchiser, the Better Business Bureau, the post office, some federal regulatory agency?

Experience?  Ideas?  Thanks.
