Just thought it's funny every time I login here the "welcome page" has a statement to the effect that "I m over 18, blah, blah", and "I swear under penalty of perjury under 28 USC 1746, blah, blah".

I figured this was entirely bogus and I finally read the statute and confirmed that it doesn't apply in this case. There is so much legal misinformation around about providers and "hobbyists" it's hilarious sometimes.

I don't know if this is used by the administrator just to try to scare away under-age browsers or if they really believe this is applicable.

First off, per TER's official statement, all reviews on here are fictional entertainment.  Which makes it essentially textual pornography.  And pornography is perfectly legal.  What's illegal is to knowingly allow minors to gain access to it, and that's true in most countries in the world, including Netherlands, where TER is based.  Therefore, the "I'm over 18" disclaimer is perfectly justified.

I know.  "Perjury" means lying under oath in court, not on website disclaimers.  I'd say it's a low-level scare tactic.  Given the nature of this site, perhaps the owners expect the word "perjury" to scare off at least *some* minors.  Heck, I've seen the standard "under the penalty of perjury, I'm over 18, blah-blah-blah" warnings on perfectly (or is it barely ;)) legal porn sites.
