Mug shots aren't exactly photo shoots.  They're not taken by professional photographers and the last they care about is how hot a girl looks.  A mug shot is to be used for identification, like a drivers license photo.  Being arrested usually isn't a person's proudest moment.  

Mugging for the camera takes on a whole new meaning and being photogenic just isn't a priority for most people when they're arrested.

Does LE wipe the makeup off a providers face during booking ? DO they put the providers in a steam room ?

I notice that they don't have makeup in the mug shots compared to the ads. Curls are gone from the hair also.

in most cases they take you as you are, not uncommon for people to be not at their best by the time the photog gets
to them as many hours may have passed as well as upsetment and crying or the after effects of drugs or booze, however when checking into jail a few weeks after a sentencing you will have time to be camera ready if you wish
