I was in the Rio at Shutters bar several nights last week.  It has always been active with providers late night.  The traffic was way down.  The good news is that I don't chose from bar girls, but rather, well reviewed (and safe) independents.

What US cities are the worst places to hobby with regards to LE activity, unfavorable laws, etc. What are the best?

I think trying to determine the worst is really very difficult unless you travel a lot and can compare what's going on in various parts of the country.  I know things are pretty bad right now in northern NJ since most of the cities, and the counties have major anti-prostitution task forces set up.  There are reports almost daily of arrests.  In fact, today there were two articles in the paper about arrests in northern NJ.

But, I don't know how the situation here compares with what's going on in other parts of the country.

As for the best, that clearly has to be the counties in Nevada where prostitution is legal.  There's no question about that in my mind.  

Now, we're talking laws here... not service.  My experience with girls from Nevada have been among the worst experiences I've had.

LPIN is just a different world. I'm not even sure it can be considered the same hobby. They are both hobbies but more like two sides of a coin, or cousins. The rules are different between LPIN and the TER-type hobby, and in Nevada rules can vary by county. I think the one constant is that being nice, polite, and well groomed always helps.

I've had some great, life-changing experiences in Nevada. But, it's all about atmosphere in the end. Here on TER we admire from afar and are taught to make almost cold, calculated, decisions on who to see. However, find yourself in a brothel surrounded by at least a dozen women after a few drinks at the bar and you may find yourself talked into something you wouldn't otherwise do. The fear of being unsafe just doesn't exist there. So, yes, there were some experiences that weren't good but you can find that in this side of the hobby too. Then, class of service also different by brothel, management, and other factors... So, as I said, a different world.

Phoenix has had a bad rep for ages.

There are also seasonable factors/special event factors. A lot of cities "clean-up" before tourist season or before events like sports play-offs, political confabs.

Its always worth reminding people that the only legal prostitution in Nevada is in the liscensed brothels in the rural counties.  Even in those counties any pay-for-play outside one of the hosues is illegal.  

Las Vegas Metro PD has a Vice Detail that stays real busy.  The problem is that there is no way to shut down what goes on here. The sex business in all its guises is rampant, there is simply too much demand for it to shut it down.  Metro does a fair job of keeping it controlled and off the street corners. They do run stings in hotels to bust outcall providers and the classic street corner traps to bust johns.  I've honestly never heard of them setting up a sting to bust the clients as they showed up for incall - but that by no means ensures that they don't!

...lots of 'trick rolls' from the totally anonymous working girls cruising the casino bars.  They are masters at slipping a guy a Mickey and when you wake up with the hangover from hell, you have almost nothing to report to the police that would track her down and even if they did find her, she knows you aren't coming back to Vegas just to testify against her.  This assumes you even called the police in the first place.  Most victims don't.

I don't have specific information but many areas only have limited "vise" resources...  detectives do multiple roles.  

A bit of research might discover LE agencies (presumeably larger resort cities) that have dedicated vice or even worse prostitution squads...  where spoiling others fun is their full time focus.  I'd sure avoid those jurisdictions.  
If I had to party there (say due to travel plans) I'd use high caution as I don't have experience in that type of environment.

Bottom Line: only see gals with multiple current reviews and gals screen carefully! I turn down about 50% for lack of references and I'm doing just fine :).
