The answer to your first question is simple.  Read her reviews.  If she doesn't have any you are tasking a risk of either bad service or possible LE. At the very least it's a roll of the dice as to what she will allow.

Newbies really need to study the self-help section (link at the top).  Then read the Newbie board back until you can answer every Q yourself, without peeking.  THEN you are ready to shop.  At that point, you need VIP because you really must do your homework.  You should read her ads, her web site (if she has one), her reviews.  
Asking about services is a NO, NO & will probably get you hung up on.  You find this out from reviews.  You need to check her site & ads for cost of donation...  TER's list might not be current.  
Do not expect others to do your homework for you, even if they could...  which they can't because you must figure things out from the filter of your own life perspective.  VIP does cost something...  almost impossble to keep VIP by reviewing alone...  but if you can afford to play, VIP is one of the costs like a hobby phone, gas, etc.  VIP costs far less than even one spoiled date.

they have reputation levels 0-5 to represent how solid someone's reputation is. i think its based upon a combination of reviews, posts and uh the reputations of the people that network and review you ??. . i'm not sure how the system works, i've been a member for probably 5 years but i dont think i've ever posted.

my suggestion is to never trust what one website says about a girl.
any individual website's security system can be circumvented and/or compromised.
check several websites and look for consistency.

you can't ask what you can do... you have to be willing to pay a girl for her time or you break the law and risk going to jail... if you want to risk jail by asking, dont be surprised if you get a dial tone or no reply to your email.

i'd be suspicious of any girl who answers "yes, we can do ____ (insert sexual acronym)"..... if she agrees to anything illegal, she is either a cop , she doesnt care about going to jail or she's not really planning on keeping her agreement anyway.   girls can and do lie to you to get your money so why would you risk going to jail just to get an agreement that isn't enforceable ?
