First, remember that there are no dumb questions, just dumb answers, which this may be; but I would say that this is a hearing to determine if someone has violated a court order, such as a restraining order or similar court ordered injunction.

The implication is that it is a court appearance to check on the progress of court-ordered behavior during a period of sentence suspension or probation.  For instance, if you were convicted of DUI, you might be given a year's probation with the conditions that you attend a traffic school, attend a victim's impact forum, perform XX hours of community service.  During the year you might have a quarterly hearing to check on your progress completing the requirements of your probation.  If the judge sees that no progress is being made, your probation may be revoked and you can have an instant reservation in the Cross Bar Hotel.

but any regulatory body with the right to impose sanctions...  zoning, building codes, etc.  As stated, it is to supervise the "compliance" with what ever sanctions were imposed.  
The possibilities are endless...  depending on your individual jurisdiction & the statutes.  
In some locations, Massage Parlors are forbidden to have locks on the rooms.  Compliance might be an inspection to see that they were removed.
