Likewise the Mann Act is a federal statute and usually involves the FBI, it is not a case that a local prosecutor's could use the Mann  Act unless he had Federal involvement. Of course a federal prosecutor might threaten to use the act as a bluff or might try to expand its current role. There are many other laws that would serve a local prosecutors means at present."

Currently the Mann Act is used for minors or for large scale prostitution rings that are interstate. I believe that is how it was applied to the case you mentioned involving an agency which was accused of being a major prostitution ring with interstate and international movement of parties involved. Facilitation was ascribed in the arrangement of the appointments travel and contracts for the prostitution. If you want to research this and other cases try to get into a law library and look them up to find the actual specifics. As for other countries, for specifics you will probably need some language skills and a lifetime, however you can google the terms in different languages and end up in the foreign versions of google which might be helpful.
