indy's are more at target.
I'd argue agencies are more of a target. LE can get a big news story about busting a bunch of providers at once if they take down an agency.
Of course, some LE will reverse-psychology that, and go for independents hoping their guard will be down.
I think locals go after indy's and feds go after agencies that cross state lines.
Can't say for sure, but I know when I read of arrests in the paper it's either a sting on the streets or a "brothel", as in multiple ladies at the same location. In the latter case they'll always mention that it's in a neighborhood near a school, like that's a rarity for a neighborhood in a densely populated area, and with it the insane inference that someone wanting sex with a consenting adult is also a child molester. Sheeeeeesh!
