I am visiting a CMT at a private residence. She has offerred a "menu" which includes: massage only, massage with release. A price offerred for each. 3 part question:

1) What is my risk of legal issues?
2) How di I mittigate the risk?
3) Does the fact that she is offering this at her home provide any assurance it is not an LE operation?

There's not much you can do.

The question is how discreet is this person?  Is she UTR or advertising with a sign board on the street?

I have known a number of ladies to do this from their homes and never have a problem, except one that I detailed below.

You could fight it in court and maybe even win.  (She did.) But even then, you've lost.
