Canada has provinces, not states, and la Belle Province is Quebec.

Technically, prostitution is legal in Canada, but the circumstances of the encounter can be illegal.  Street-walkers are illegal.  Brothels are illegal. Pimps are illegal.  Fully independent outcall providers are OK by the law.  Of course everything depends on how local LE chooses to enforce the law.  Try doing a google search for "legality prostitution Canada" for more specific information.

Related funny story - several years ago, my Dad and I were touring eastern Canada by RV.  We got to Toronto, an found that since the month was now Nov., all of the RV parks had immediately shut down for the winter, so we had to find a motel.  We found a cheap place, and sure enough, within an hour of hour checking in, an attractive young lady was knocking at the door asking if we wanted to party.  I was new in the party, but knew what was up.  Dad was a good Christian  gentleman, but also a career army officer!  He exactly the knew the score.  We declined her offer (hobbying with Dad , too weird), and never discussed it again.  I know Mom has never heard this story from me
