There are some shady thing goin on since the housing crisis. Here in Chicago the owner of a condo I was renting lived in Las vegas. He had a realtor handling his Chicago condos. I paid $16,000 down for 5 months plus 1 months security deposit. Well the realtor pocketed the money.
Then the owner flew to Chicago and when I was not home, changed my locks and threw only half of my belongings in garbage bags outside the door.
The police did nothing. Called the clerks office and he said that was illegal what the owner did and the police should have stopped it. But they did not.
So I ended up suing him for his actions. Still in the court process this is a nightmare.
Then I have been hearing more cases like mine happening and these landlords think they can get away with it. I was shocked that this type of thing happens in nice expensive highrise buildings. Landlords are also pocketing rent, not paying the mortgage and innocent people like you and I are getting screwed over.

that Realtor belongs to and file a complaint with them as well. He would lose his license to practice real estate in Illinois because this sounds like an ethics violation. If it was in Chicago here is where you start.
