It just not popular to go after male escort for laddies. That why they allow them to do what they do. I doubt the prosecutors will dare to built up a case against male escort agency for laddies because it will be hard to sell to the jury.

They don't actively go after male gigolos because, in spite of your active imagination, far fewer of them actually exist compared to female escorts.  Street walkers and Back Page are where LE concentrates it's effort.  That is the low-hanging fruit of the prostitution industry and also the part that the general public sees and reacts to the most.
