Confiscate Your Vehicle In LA For Soliciting???

I heard something on the news here in the LA area that you can now have your car confiscated for soliciting prostitution!  Can anyone confirm or deny this?  Under what circumstances?  Are they talking about soliciting on the street or... anywhere?

On December 13, 2002, the LA City Council voted 10-0 to confiscate cars of those "johns" caught soliciting prostitutes. Cars can be confiscated without a conviction. Below is the LATimes link - there is a thread on the LA-TER board that discusses it.

For now, they are targeting "johns" that are soliciting streetwalkers. For now, that is....

BTW, the new LA police chief, Bratton, from NY is foresquare behind this. Looks like it's "Giuliani-time" for LA.

There was a talk show with this topic and a cop called in.  Their current targets are apparently street girls in Van Nuys (along Sepulveda), Hollywood (on east Sunset), and South Central.  The Cop said that there were some young girls that had been brought into South Central (along Figuroa?) by pimps that they were especially trying to get off the street.  LAPD manpower doesn't permit much attention to the less visable traffic such as ladies working the hotels etc. according to the cop.

When you say confiscate your car, do mean as in permanetly, or just a brief impound and pay a bunch of money to get it back?
