I'm not quite sure what you are asking. There aren't any true legal issues with websites (other than kiddie porn obviously). A few regulations governing some top level domains (.coop for non-profits, .jp requires a mailing address in Japan, etc), but no laws.
You can register a domain name with any registrar that offers the top-level domain for sale. Go Daddy, a registrar in AZ, is even a registrar for the .uk domain, in addition to quite a few others.
As far as "publishing," I assume you mean hosting your website. Generally no issues there (some TLDs have technical requirements, but hosters can handle those). Any hosting service can handle it as long as your content meets their terms of service.
linked for a list of all "ICANN" accredited domain registrars - this is a world wide list, and virtually all of these firms offer hosting services. You can pick you country and laws that apply to the content - just be sure they accept your type content. A site outside your home country can have many advantages.
