If you go to a Dungeon for a BDSM experience and there's no sex is it still illegal?

I am told that --in Pennsylvania-- if there is no penetration (a finger in the ear counts) it is not illegal.  A famous and popular BDSM club was closed by Licenses and Inspection for fire safety violations.  This being said, a dear friend of mine who ran an extremely classy and carefully legal dungeon was driven from business by repeated arrests of her, her girls, and some of her clients.  She fought each one successfully until she went broke, quit, and married one of her clients. (Like others who post here, I am not a lawyer, so take what I say with that in mind.)

there is nothing illegal about this so long as all parties consent and have the competency to consent, there is no touching of intimate body parts, and the facility does not fall within the definition of a brothel in your state.

But I really don't know. You would have to look very closely at how the particular state defines "sexual conduct" to make sure it is limited to conduct involving the touching of intimate body parts, as opposed to any touching designed to stimulate or satisfy sexual desire.

...there is no sexual insertion or touching. I worked in dungeons in Pittsburgh PA, NY NY & Houston TX.

There is always an "uptight ass squeeks when he walks Dudley Do Right" checking the fire extinguisher and safety codes.

It causes loss of business and eventual closing of the dungeon.
