Advice for handling female stalker in Boston

I have a friend who lives in Boston near Harvard.  His ex girlfriend flew into town from Texas, showed up at his condo building, and expected him to allow her to come in and stay.  He refused, gave her some money to buy a return ticket to Texas.  She didn't leave town but instead seems to have rented some place nearby him.

She calls him literally hundreds of times a day using some kind of a mechanism that presents her phone number on callerID as some random number.  She follows him constantly including showing up at the bus stop each morning when he is on his way to work, follows him to his place of work.  She monitors the local pubs, eateries, waiting for him to show up as he usually frequents those places.   She verbally threatens him that she will get even with him, etc...  He is afraid to be alone anywhere for fear that with no witnesses, she may fabricate some kind of lie that he groped her, hit her or whatever and make a false police report.

He has contacted local LE, but they just laugh at him, refuse to do anything, and actually make comments like, Gee, wish I had your problem... woman won't leave me alone.

So, bottom line is that this is a psycho bitch and I sincerely believe she is just biding her time to catch him in some kind of vulnerable scenario alone so that she can make her false allegations.

and ask for the superviors of the day.  File a report with them.  The police are paid by the taxpayers for protection, not to harrass consenting adults.  He needs to do this to get it on the record that his ex may make some kind of false claim. If they still refuse to take him seriously he should retain a laywer to both protect him from the ex and to file charges against the police department for failure to perform their duties.

and apply for a "Harassment Protection Order" and fill that out.  Even if the Judge denies it, at least he is on official record as having attempted to keep her away.  BTW, I'd be saving all those text messages too.

I have experience with this.  A feud gets out of control & finally one party goes to the Police...  and list a number of incidents which tookplace but were not reported.  If not reported at the time, they don't count...  almost as if they never happened.  So get it on the record.  
I know it's a pain, but change his number.  
Try to not be alone with her & avoid controntations, cross the street if need be.  Do keep a log of incidents & get some witnesses, record dates.  He needs to learn the back doors of the pubs & such.  A bartender or better yet an owner can be good witnesses.  
With some documentation, do apply for a restraining order.  If confronted, it needs to be in public in front of witnesses & he needs to stick his hands in his pockets.  Keep a table or chair between them.  She will likely try to make a scene in front of his friends & it would help if those friends would recognize that's what is going on & have management ask her to leave.  She'll probably wait outside or try to intercept at his residence.  If that goes down, he should get a friend to escort him & block her.  
He must not let her into his condo.  He needs to check that she doesn't get into the building.  He should let the super or door man know...  lest she convince them to let her wait inside.

She must be lonely that why she is stalking her ex-boyfriend.  Tell the ex-boyfriend to refer her to Cowboys 4 Angels. The men of Cowboys 4 Angels will make sure she is treated right.

So, thanks for the suggestions.  He went to police requesting to speak for the Supv. of the Day.  They refused.  Some clerk spoke and essentially accused him of making a mountain out of a molehill.  After repeatedly asking for a report to be written, with no progress, he finally told the clerk he would make an appointment with the Mayor's office to seek assistance.  A reluctant clerk brought out the Supv. of the Day who directed someone else to write the report.

The Supv. also directed him to request the order you referenced from the family violence court, which he intends to do today.

Just seems to me something is really wrong with this whole picture.

He has made the right first step by getting this on the record.  And it should not have been a big deal.  If nothing happens, the report just gets buried under old files.  But IF something happens, he's on the record FIRST as having been stalked.  He should follow through with the Restraining Order.  He should continue to keep a log of incidents & list people who are witnesses.  Odds are she doesn't want witnesses...  he should try be be sure there always are.  
All stalker / observation cases, varying his route, his schedule...  maybe even staying with friends random nights.  Just to give her the slip.  How long can she afford to stay in town with no income & not getting satisfaction from him?

A young guy...  picks up a gal at a bar.  He impresses her by telling her about the family business & how he's the favorite grandson...  even drive by the factory...   She drives them to his house (in her car) where they spend the night.  Amdittedly they had sex.  In the morning, she drives him back to pick up his car & he says he'll call.  He doesn't call.  
She decides she was just used for sex, gets POd & charges him with rape.  He is arrested.  He  can't work from jail...  loses his job.  He loses his house...   his parents morgage their house to hire lawyers.  He's released on bail, moves back in with parents.   HE has no way to prove consent!  Looks like he's going to prison.
2 years later as they are going to trial, the lawyer's PI finds a security camera that covers the bar parking.  (Still wonder why it wasn't found earlier...  of why LE didn't choose to investgate it.)  Clearly shows them happily leaving together...  and in the morning shows the love birds returning in her car & passionately kissing good bye.   He's aquitted of the Rape charges.    Essencially this claim bankrupted him.  
Kind of makes you not want to pick up girls...

I think we'd all like to know the steps taken & how that impacted the course of events.
