Traditionally it has always meant 5'4" or under. When I go into stores, the clothes in the Petite section have shorter arms, legs and torsos. I have a friend that wears a size 14 petite. But then you say tall, and that is the opposite of petite. I, for example, ask for gift certificates on my Wish List page from NY and Company because they have pants in "Tall" so the legs are long enough. (Then the major battle is to find shirts with sleeves long enough and that actually fit over my boobs.)
