Because, in Clark County NV(Las Vegas), prostitution is a crime of intent.  That means that you only need to ask for, or agree to, sexual gratification for compensation and you have committed a crime.  I have talked to guys who have been arrested in casinos for saying "yes" when asked if they want to party.  SO, don't think that slang doesn't count.  I didn't create the Puritanical government, I just live here.
