So the core answer is that enough lurkers read the ad but may not see a subsequent post exposing the scam and the agency makes money as a result.
I still struggle to comprehend why a girl would accept employment on the terms that she gets nothing unless the guy goes for the upsell, since she could do so much better financially by just being an independent escort. But I guess that is the only way it would make economic sense for the agency.

For example, I recall that Chloe Banks had her own website which must have cost some amount of money to build and maintain. When she was exposed, the scam artist lost that investment.
So why attempt to advertise on the Board where TER’s erotic detectives scrutinize every new post and are rarely fooled for long? Seems like it would make more sense to keep the scam ads on the pure advertising malls where no comment is allowed.
The only solution I can see is that advertising on the Board is so lucrative in the short term that they are willing to run the risk of being exposed and losing their investment. But the problem with this theory is that relatively few legitimate ladies bother to advertise on the Board. So maybe the ads are not that effective. H’mm.

The LV escort agency industry is based on the continued stream of suckers. Well, times are tough, so there aren't as many suckers... so they've branched out to the boards to find some more.
Pity, really, but the price of liberty is eternal vigilance, or something like that. OK, I've used up my stock quotes for the day.

If we were talking about a fancy website, with investments into the thousands, it might be a different matter. That one was crap...
I recall the “lady” in question also had advertisements on several paid ad malls. Plus when the agency sends a different girl, I would think that most guys would simply reject the girl outright and not pay her anything. But the agency would still have to pay the girl something. And in the cases where the guy did bite, the agency presumably would only get the start up fee and the girl would get the upsell. So there are fixed costs and the pay off is not huge.
So you would have to get a number of guys willing to accept a completely different girl to make any money. And while there are plenty of suckers out there, the guys reading TER by definition are savvy customers and the most likely to show the girl the door without paying anything. So again it makes more sense to stay on the ad malls. Seems like there are easier ways to make money.
On the other hand, the fact that they keep trying this would seem to say you are right.

because those girls are not interested in making an honest living.
This is their motto- I will try to make as much as possible ,with doing as less as possible.
They don't like what they are doing,it is only about the money.
They could never do well as true independents.
It's like why does a scam artist run scams on people instead of getting a job ??

I was going to post this a couple of hours ago, but my phone rang then and I was on the phone for a pretty long time. Since then, Cindy has replied to you, and I agree with everything she said, but I guess this is the "whole other post" she mentioned, lol!
For one thing, the guys who read this board a lot might be savvy, like you said, but they are also for the most part quite respectful of the girls they date. If a guy didn't want to have a date with a different girl than the one he expected to show up, he would probably at least want to make up for the time it took her to get ready and convey herself to his room. The guys who would try to send her away with nothing are rare, I think. I know I threatened to do that with one of the girls on this board that I knew was a fraud, but that was an empty threat because I knew it would never happen in the first place. But if I did find myself in a situation like that, I would at least offer the "wrong" girl a hundred at least just for being there.
But I think the most important aspect of this situation is this: While we all try to use only our big head while doing our homework and preparing for our date, when the time for the date nears, at some point our little head starts thinking too! By the time the girl arrives at our room, our little head is probably doing MOST of our thinking for us!
Consider this scenario: There is a knock on my door and I answer it. The girl in the hallway is definitely not the girl whose pictures I had seen! But she is somewhat attractive and I was expecting to have some fun right then! I had been planning this for at least a couple of days, and it would take at least another couple of days to start all over, and I would spend a completely unsatisfying evening alone! That's what my little head would tell me and I would listen to it! That girl would probably have to be really ugly and maybe fat for me to shoo her away at that point! I would know I had fallen victim to a bait and switch, but I would probably try to make the best of it at that point!
That is also why upselling works so well! A beautiful girl comes into your room and you give her $400.00, let's say. She sits on the bed and you talk for a minute or two and you suggest that you both get more comfortable. She says that $400.00 was for her to come to your room and she can give you a massage, perhaps, but it is another $200.00 for her to take her clothes off! Well, you want to see her naked so you give her $200.00 more! Now you are naked and she is massaging your back as you lie on your stomach. She has taken off her dress but is still wearing her bra and panties. Her massage is kind of professional, certainly not soft and sensual. Soon you suggest that you were expecting something more and she says THAT would cost even more, and her quote would be whatever she thinks you might still have in your pocket! By now, your little head has taken over completely! So you hand over the entire contents of your wallet and there is a loud insistent knock at your door. She is dressed again and out the door before you put your wallet back in your pocket! You look outside and she is walking toward a car with a guy who looks like Godzilla with a bulge in his pants that probably doesn't mean he is happy to see you! You have been a victim of both a crook and your little head!
Crooked agencies count on guys using their little heads to think with when a girl arrives at their room. In most cases it works! That is why TER is so important to me and it is also why I don't like to see agencies like that promoting their services on this board!

That is an example of one scenario why a guy would keep a girl that doesn't look like her photo.

is very true, I think, except for the last sentence, not counting the "H'mm", even though the first two sentences seem to contradict each other! Here is what I think:
An ad on the TER board IS very lucrative and it costs nothing if the rules are followed. I think some of the "legitimate ladies" you mentioned don't take advantage of it because they don't want to seem so desperate. (There must be a better way of saying that, but I couldn't think of it! I certainly don't think girls who DO advertise on this board are necessarily desperate!) And if their phone is ringing enough already, they don't need to. But I know of some girls who, when their phone slows down, will post an ad on this board and their phone starts ringing off the hook for the next few days! A great new review on TER has an even greater effect though! However you look at it, TER is the best medium for bringing providers together with hobbyists, in my opinion, both for the girls and for the guys!
