The motherboard has either lost its BIOS or has an internal short because the power supply shuts down on power up. One of the reasons I hate "soft" power switches.

could also be just a bad power supply. Does the fan on the power supply continue to run after it 'shuts down'?

If it's the Bios or a power short, Have you tried taking the hard drive and putting in another computer as a secondary drive to at least be able to recover the data?
