A Provider asked me if I could find out how she can change her rate on her TER listing. She is not a member. So I sent this question to TER Administration twice but they never answered. Since I am a member I even requested the change for her. No response or change from TER. Does anyone out there know how this is done? Even if the Provider joins TER how does TER know that she is the person in the Reviews?

...it should be the provider requesting the rate change. In fact, it should be the provider pretty much "filling out" the entire profile data info. But for some reason, TER Admin prefers otherwise. I've submitted problem reports in the past regarding the profile....some have been accepted, other times I get the response to have the provider make the request. I dunno! I'm curious if the OP knows how to check for responses from TER Afmin. It's not done via email nor PM, on the "My TER" are links for "My Problem Reports" and " My Feedback". Jest sayin'.....
Nonetheless, one should not rely on only the info contained in the TER profile. Check her website, P411 Ad, Date-Check, etc.
Just submit a problem report. But you have to have proof. For example if the rates on the website dont match the rates on the profile, then submit the problem report with the new rates, and say, 'see website.' or 'see ad.' I have submitted literally hundreds of problem reports, for all kinds of reasons, includig rate changes. Only a tiny handful of my problem reports have ever been rejected.
As for the provider signing up and claiming her profile. She has to sign up on TER as a basic member first and select a username, (which can be her provider name or something else) then she contacts TER, and asks them to link her username to her review profile. If she signs up for her basic account using her same email address that is on her review profile, then it will be very simple to claim the profile.
Old D is also correct on the feedback. TER usually does answer you when you send feedback, but you have to know where to look for the answers.
