2) Is it true that there is no BBBJ at brothels at all?

1)  There are large brothels (many girls to choose from) and there are rural brothels (not so many girls to choose from).  Pick your poison.  Each house seems to have it's own vibe.  Experiencing a brothel line-up is for sure something to enjoy.  But you can also mingle in the bar, meeting multiple providers before choosing to take a tour (slang for let's go talk money).  There may be 2 entrances to a brothel...the door to the bar, or the ring the bell for a line-up door. With most brothels the business plan is that the provider splits the fee with the house, so it could very well be more expensive than an escort.  Fees will not be discussed period until you are in her room negotiating.  Some brothels have a minimum, and will not allow a gal to book a party for less.  
2)  All services in a brothel are supposed to be covered.  That's the law.  There are no cameras watching what goes on BCD, so maybe YMMV.  
3)  Yes.  But expect a service fee to be attached in most locations.

I went to a brothel outside of Vegas a few years ago. All in all it was a fun experience, but once was probably enough. Did it more as a bucket list thing.  

I called Sherri’s Ranch which is about 60-70 miles outside of Vegas. They have drivers that will come and pick you up at your Casino and drive you to and from. But you’re supposed to tip them about $60-$80, it’s at least an hour ride each way. The drivers aren’t really supposed to give you any information about the girls, but mine was nice enough to give me a few tips.  

When I arrived, it was late, around 1am I think. There were about 7-8 girls in the bar who all introduced themselves while I had a drink. Most were pretty hot, a few were just ok. I settled on a busty blonde who gave me a “tour” of the facility. We made it back to her room and the negotiations began. At first she asked me for $3,500 which was just absurd. I countered with $500, and we settled on $700. She told me we could do 30 minutes together, but it ended up being closer to 45-60 minutes. Blowjob was covered, but she let me go down on her and everything else was GFE (kissing, etc.). She also let me have 2 rounds to go which was kind of her. YMMV depending on the girl and which establishment you choose. But tell your friend to bring at least $1,000 with him, it will go far.  

Afterwards, the driver took me back to my hotel which ended up being close to 4am. Again, it was fun to have the experience, but there are so many great choices of girls in Vegas and you don’t have to leave your room. Hope you’re friend has fun and I hope this was helpful.

My first brothel experience way back in like 2004 was the Chicken Ranch.  Visited like 3 times, then moved down the road to Sheri's.  3 or 4 visits there too, but haven't been back to either house in over a decade.  Over the yrs I've been to The Shady Lady (no longer in business), Bellas, Inez D&D, and my last brothel visit was to Love Ranch South in I think 2016.  That house is also closed now.  I have however kept in the loop regards what goes on in the brothel community.  From my own experience, I can say this:  It's never been about the house, but about the ladies and whether I've had a chemistry with them or not.  For sheer volume of available ladies, Sheri's is the obvious choice near Vegas, but it has earned a reputation of being an expensive excursion among regular brothel patrons, who call themselves "mongers".  As mentioned elsewhere in this thread, the opening salvo in a negotiation at Sheri's can be "absurd", but certainly not the bottom line.  There has been much discussion on TER about rates lately, and that same heated discussion has been happening on the Nevada brothel boards since the houses have re-opened post lockdown:

Everyone should do it once and more than likely you'll never do it again unless you're into expensive vanilla experiences.

There are some awesome ladies at the houses, but it’s high $$ and as mentioned, pretty vanilla. $1000 does not go far. Note: if you take the “free” limo, they take a pretty good cut out of the ladies rate on top of their usual split. So your quoted price will reflect that.

I'm late to respond to the OP's questions about the brothels, but just to add some intel for others who might be interested in the NV brothels I'll add to what has already been mentioned.  I was a long time patron of the many of the NV brothels until the pandemic hit.  After the brothels reopened, rates have gone up everywhere which isn't surprising.   From my reliable sources, you'll be paying low-mid 4-figures for an hour of basic services at the larger brothels like Sheri's Ranch and Chicken Ranch.  The Chicken Ranch use to be more affordable than Sheri's, but it's not anymore.  Those are the only 2 brothels near Vegas.

Up north near the Carson City/Reno area, the Bunny Ranch is the highest priced of all the NV brothels with the Sagebrush not far behind.  The same with the Mustang Ranch.  Those are the only 3 brothels currently open in northern NV.  

The rural brothels are lower priced, but since they are located some distances from a major city, many don't want to drive that far unless they happen to be passing through those areas.  For example, Elko has 4 small brothels in town, but it's a 4 hr drive from Reno and even further if you're coming from Vegas.

Anyways if you act like a gentleman and are good at negotiating, you might get lucky, but you'll probably end up getting priced walked for anything under 1K at the larger brothels for basic activities.  The way the brothels have changed over the years with inflated pricing, it's probably best for those who have it on their bucket list or for someone who really needs to play legally, otherwise it's the worse value when it comes to P4P.  Personally, I prefer to see Indies whenever I visit Vegas now and I only visits some of the rural brothels if I happen to be passing through those areas for other reasons.

Having said that, there's nothing wrong with going to a legal brothel just to have the experience of going to one, which is exactly the reason why my friends and I went all those moons ago.

I would say keep your expectations in check, especially if you've been to similar establishments in Europe or Asia, and set a ceiling of what you're willing to spend and stick to it, as there aren't any set-in-stone menu prices and you will be high-balled with the expectation that you will negotiate downwards like you were souvenir shopping in Tijuana.

With that in mind, you should be in for a memorable time at least lol

In Vegas the Chicken Ranch and Sheri's are right next door to each other.   Sheri's has more women working, and typically hotter women, and higher prices. Last time I went the lineup had over 20 women during the afternoon.  Chicken Ranch had about 12.  At one time there was two others Love Ranch South and Alien Cathouse.  LR South is closed, not sure about Alien Cathouse.    If Alien Cathouse is still open you might want to try there too.

As for BBBJ, the women will tell you repeatedly that there is no "unsafe sex", including oral, with means a CBJ and Latex cover for DATY.  Many don't follow this rule strictly, except for CFS, of the 20 women I saw from 2004 to 2010, 8 gave me a BBBJ, and 1 CIM.  The one exception to BBFS was one porn star, who I chatted with for months before our meetup on her personal email.
