Since most is defined as more than half, and I only know of 2 reputable agencies in town, the correct answer would be yes.  The good news is that it doesn't matter.  If you spend just a little time doing homework, there are so many good options, including the 2 agencies and literally hundreds of independents.

If you can't find the lady on TER in some form or fashion....best advice run away.  Too many great options reachable through TER.
