Don't get me wrong I've had some decent ones...but is there anyone with skills that can guarantee a CIM?

To be perfectly honest, there is no provider on the planet that can guarantee any kind of an orgasm. There are alot of variables there, that are beyond our control.  
For instance, idk what you drank snorted or smoked prior to put meeting. Idk what type of medical condition you may have, or what kind of meds you are taking for that condition. Idk how many times you jacked off or even had an orgasm in the past day..
There are so many possible things that could stand in the way. Plus it's illegal to guarantee an orgasm. So no pro in her right mind would agree to that.  
Don't get me wrong, I can suck a bowling ball thru a coffee straw, but i am not going to put my head in a lions mouth by guaranteeing something I have no control over imho

I understand what you're asking.  But maybe you're using the word "guarantee" incorrectly?

So, perhaps you're searching for someone who consistently provides this service if/when the circumstances work up to that end result?

Perhaps a provider aims to please someone in this way and WILL, but the word "guarantee" probably isn't the right term and might offend some readers here.

I recommend researching reviews, perusing websites, and eventually finding that special someone (or a few!)
