My opinion is the law dosen't make sense and is seriously outdated. The reason is because you don't have to Solicit an undercover to be arrested. If you walk-in to a "Bust" you are going down with the crowd regardless.
The cards that are being handed out on the strip do not say the word "Escort". What they are advertising is "Totally nude dancers" that come to your room. That's how they are able to stand out there and hand out the cards.
