What is the right protocol when you book two girls for a duo date and the one girl arrives almost an hour late "as she slept in". The girl that was on time tries her best to keep you occupied, but you really wanted both girls together. They still left at the original planned time. Is it just my loss, should I have received a discount, etc.  
just asking for some opinions

And relax. Get to know one another. Break the ice. When the second one arrives, you two will be relaxed and the second one will arrive eventually. Maybe the date will end up being even longer.

In my opinion you have one of two choices
- do nothing and accept that you paid for something you did not receive as I doubt a refund will be given
- write a review so that other potential clients know what might happen.  

I would hope you do the latter and write the review. The only downside I see (if it is a downside) is that at least the one girl tried but they acted as a team, so it does reflect on the team as a whole.

Completely depends on whether the 2nd girl who showed up late was aware that you gave her the full roses?

If it was in an envelope i doubt it was her intention to rip you off, so to speak.

Personally i would reach out to her and tell her your thoughts, see what she comes back with, i'm sure she'll come good.

Aussie_bloke, they were booked as a duo, that doesn't mean they are a team and that one is responsible for the others behaviour

should not have left when the first lady left that is not fair.
If you paid for a certain amount of time and for a duo while you got the duo but not for the time you paid for.
The late lady should have offered a discount or stayed the extra time by herself just my opinion.

When I do a duo and my girlfriend is late ( but none have ever been more than 15 mins late as i am always a bit early) I DO NOT count / start my / out time until she arrives to ensure the gentleman get the full duo time he requested.  

However, if he can not wait and Must start on time, then i entertain him solo until my girlfriend arrives and of course he only pays my girlfriend for the time she was actually there.  

If i know one of my girlfriends is always late, i simply tell them the start time is earlier than it actually is.

If you scheduled a double, the time should start when both girls are there.  If one arrives a bit it should not count toward the time unless you decide to start having fun with her, but then the donation should adjust as she says.
