it depends on the provider.  In my case, the provider already KNEW me, so she was willing to accept my endorsement of one of my friends with no references of his own.  If you don't have a provider in town that you have personally seen, I doubt you vouching for them is going to mean much.  Just my opinion.

With that said, there are other ways to get approved.  Just have them ask the provider they want to see what the provider would need in order to screen them.  Either they can provide the info, or they can't.  Its really not that complicated.

They would be considered"newbies" but a ref from a person who has refs can work.
