You are indeed correct, and the TER badge is on her site. But it is on the "Reviews" page, not the "Home" page as normally required.  See this post for clarification:

That is why I am  NOT a real stickler for the ads and give a free one time posting, so these things can be corrected. Victoria is a great lady and I am sure she will move the badge to the home page.
