I have a cash card, not a debit card. It doesn't have any name it. After I deposit the fund from my bank, I can withdraw cash from any ATM in the world. It's more popular in Europe. I haven't seen many of them in U.S.
Totally understand your card. I have delt with that situation in the past. You will have to deal with the daily limits atm 's. Its a pain but it will work out.

I can withdraw $5k at MGM, but I can only withdraw $3k at Encore; therefore, it seems logical for me to conclude that it's up to the ATM and not my bank. Since it's a cash card, my bank told me there's no limit. It's determined by the cash balance on the card.
