I don't think any of the nicer resorts that offer the kind of restaurants you're looking for have great blackjack rules. All the big corporate-owned resorts are pretty much the same. Seems like you have to go to a dump downtown or off-strip to get good table rules.
As for the restaurants, you could have a foodie pigout for a week in the Aria or Wynn/Encore facilities (or even the MGM or Caesar's) and never see the same restaurant twice. Enjoy!

I am planning a trip to Vegas for 4 to 5 nights so that'll be 12 to 15 meals. I would like to stay inside the hotel the whole time and I enjoy fine dining in top notch restaurants such as Joel Robuchon, Guy Savoy, etc. Is there a nice hotel that has 5 or more top notch restaurants so I won't have to dine at the same restaurant repeatedly (for breakfast, lunch, and diner). It would be a plus if the casino has good odds for Backjack (unlimited split, double down after split, etc). Cosmo, it has lots of very nice places to eat and is centrally located on the strip. If needed you can also go right next door to Bellagio or Aria and find even more great choices but the ones at Cosmo are enough in my opinion.
I do like the Cosmo - but has a much younger crowd.
Overall I would go with the Encore \ Wynn combo. The place has the best restaurants (SW Steakhouse, Country Club, Bartolotta, Lakeside, Sinatra) and surroundings. Encore side is probably easier to access. The vibe is a little older and just walking around the two hotels makes you want to have someone beautiful next to you.
Breakfast: Tableau (Wynn tower suites side)
Dinner: Sw on patio, bartolotta (sit at a cabana), Country club on Patio (overlooking golf course), Sinatra (dessert = tiramisu), red 8 = great asian, Botero on the patio.
Also: if you are there on a sunday check out the Sunday Brunch at Country Club (live jazz band)
That's a thing of the past in Vegas, especially on the Strip. All the Harrah's proerties are a joke, and now even Cosmo has gone to 6/5 for Blackjack on their one-deck AND two-deck games! Stick to looking for good restauants--it's a lot easier to find good places to dine than finding a fair BJ game in Vegas these days.
