I was wondering if there is anyway to see if there are any girls who RIM really well in the Bay Area?

Yes, generally it's milfier/older women who will do real rimming. There could be exceptions but they're usually ymmv.  

You can always ask if you're with a girl who doesn't advertise rim or doesn't appear on these lists.
