Pretty much all they actually do is "vice busts" but to act like they are actually serving the community and to keep their budgets they simply call it a campaign against "Human Trafficking" A war against "consenting adults" simply isn't going to generate a lot of public support except from the very far right (bible thumpers) and they very far left (feminists). Most normal people have better things to worry about than a single mother trying to pay her bills, or some horny guy wanting to get his itched scratched without having to get into a relationship with the object of his desire.
