Cutting the growth time still presents some interesting legal and ethical problems. If you can get a clone to biological adult hood before they are 21, they are chronologically (and legally?) still the younger age.

Another work around would be making sure the lab was in a state with a lower age of consent.

I don't think they've figured out how to accellerate the growth processes so you're probably looking at a 20 year wait. ;-)

 
But might be a fun science project. At the same time, for me, seriously considering the idea I would struggle with doing it. Too many moral and ethical questions for me.

 
But, for the scifi thought experience, I would consider something like the regenerative age reversal emerging biotech stuff.
