In South Korea, so what impact would that have here? I think it's just going to be business as usual in both countries and the girls will still be risking arrest if caught.

I'm well aware of what you both said but what I'm wondering is if there are girls over there who were hoping for legalization and now that it's been smacked down they'll be more likely to come here to work. I think they can make more money here with less risk of being recognized by someone they know or from their family. I guess we'll find out!
As I read the report, someone sued to overthrow / strike down / get rid of a law already on the books. The South Korean court refused to do so. Things are the same now as they have been for at least 5 years.
Maybe someone else will challenge the law or try another legal strategy.
