Well, while hardly much in a scheme of things, it sounds like now they can get an easy 1,000 from Uncle Sam to leave. And perhaps doing so voluntarily might allow them to stay off the "do not return" list. But who knows what would happen. I suspect many will just try staying underground where they are based and live a bit of a reduced income.
