I have had some experience with girls who went low volume.  

 
If I had been seeing them before they scaled back their hours, it wasn’t really a problem. I could just text them directly and then when I booked them I was pre-approved with the girl. I’d just let the PO/booker know that the girl had OK’d the appointment and I was in.

 
It’s a good bit harder if I haven’t seen her before. If I still really want to see her, I’ll just book an appointment however far in advance they’ll let me. If we click, I get her number and then I use the approach I mentioned above for future appointments.  

 
It can be very nice to know a traveling low volume girl. When you’re traveling and happen to be where she is, you have both a girl to see and one who will provide a local reference.

 
Most importantly, at least in my experience, girls who go low volume tend to be more relaxed than higher volume girls. And, since they were usually pretty successful before they went low volume, they tend to be better skilled than the average girl as well. Note the carefully used “tend to be”. There are no hard and fast rules. Other than YMMV (or YEMV).

1) She is low volume. Usually the lower volume gals are th ones who have established a name for themselves alreayd and have a dedicated fanbase of regulars.  

 
2) She BLd either you or category/demographics you fall into. The PO might reply either off or fully booked to you.

3) The org or her are trying to build up her image as someone  who is super desirable and popular. Although in todays time I'd say that's probably a bit more unlikely.

4) Even despite her unfavorable reviews, she still might be popular. Either due to her name carrying weight from before the unfavorable reviews or something else.

among Kgirls over 40.  If they are still in biz at this age, they recognized that they better start pacing themselves or they will start having serious physical problems due to the athletic nature of their jobs.  I know of several that limit themselves to 6 clients a day.  They still make a good living, but are not so tired they can't get up in the morning.  

 
Its also fairly common for top touring girls to be legitimately hard to book their first week (or sometimes two) in a new town.  Touring girls that repeatedly tour the same circuit of cities will have regulars in each town, so they will start texting their regulars two or three weeks out and tell them the day they will be starting.  How long they are booked up depends on how big their book of regulars is.  Most stay at least three to four weeks in each city, so it should get easier to get a time starting the second week, if you are not one who got a text telling you to prebook if you can.  

 
The third possibility is that the booker is using her as a shill and she is in reality a "phantom" Kgirl.  You text to book this girl, and she's not available, so the booker suggests someone who is.  You might not go for it, but at least the booker had a shot at getting you in to see one of the girl who IS THERE, which he wouldn't have gotten if he had not advertised her in the first place.  Deceptive business practice?  Yes, but a lot of places do it.  If you notice, even the girls who have their business at just one org still have their ad up during the week they are on their period.  When you text, you have a choice of taking a booker recommendation of another girl, waiting until she comes back, and the booker will usually tell you what day she will be back, or seeing someone at a competing org.  Its strictly monger's choice.
